                        Job Description

Loudoun County Fire and Rescue (LCFR) is seeking qualified applicants to establish a two-year eligibility list for regular, full-time, Fire-Rescue Captains working 42 hours per week at various sites. The Captain will have the overall responsibility for station management and assigned resources, as well as make decisions and direct subordinates regarding the best method for combating fires and handling other emergency situations.

As a supervisor of a functional unit, responds to fire, rescue and EMS incidents, demonstrating rapid, safe, and effective strategic and tactical actions as prescribed by relevant operational protocols; establishes/ implements the Incident Command System and operates as planning, scheduling, organizing, and documentation of shift activities to include, but not limited to: company training; coordinates work activities of assigned personnel; assists in planning and scheduling of and conducting comprehensive public education programs, to include smoke alarm installations, as well as pre-incident inspections and surveys.

Establishes the schedule of daily, weekly, and monthly inspections of emergency response vehicles and equipment; advises and consults with appropriate personnel on issues regarding apparatus and equipment repair and safety. Effectively manages the annual station budget ensuring that accounts are balanced appropriately, the yearly station budget is kept within spending limits and that County credit card and purchasing requirements are followed. Depending on work location, may act as a liaison between the Department and the relevant volunteer corporation(s). Provides effective supervision for all program activities; engages in career development through timely and regular communication, problem solving and development of performance criteria; conducts performance assessments and performance planning for assigned personnel.

This position may be used to fill various administrative and other vacancies within and across the Department, to include all divisions and sections; personnel are subject to transfer based on Departmental need. This eligibility list will be good for a period of two years but may be extended or closed at the discretion of the System Chief.

 

                        Job Requirements

Must be a full-time, regular employee of LCFR on or before the date of ad closure. Requires high school diploma/GED and six years of experience as a career LCFR Firefighter/EMT, LCFR Technician, LCFR Assistant Fire Marshal, or LCFR Lieutenant with at least two years as a career LCFR Lieutenant, on or before the posted closing date of the job advertisement.

 

                     Special Requirements

Requires valid, appropriate driver’s license. Required certifications include: NFPA 1001 Fire Fighter II, Virginia EMT, NFPA 1002 EVOC III, NFPA 472 Hazardous Materials Operations, NFPA 1002 Driver/Operator-Pumper, NFPA 1021 Fire Officer II, and NFPA 1041 Fire Instructor II. In order to show proof of certification for NFPA 1002 Driver Operator-Pumper, NFPA 1021 Fire Officer II, and NFPA 1041 Fire Instructor II, candidates will be required to submit either Virginia Department of Fire Programs certificates or certificates showing equivalency through the Pro-Board Fire Service Professional Qualifications System, as outlined in SOP 02.05.01 (Promotional Guidelines).

Applicants must complete an LCFR Promotional Addendum (Electronic Laserfiche Form 019) and attach (only) a copy of your NFPA 1002 Driver Operator-Pumper, NFPA 1021 Fire Officer II, and NFPA 1041 Fire Instructor II certificates by 1700 hours on the date of ad closure (note: candidates DO NOT need to include a copy of valid driver’s license or high school diploma/GED). To receive preference points for college education, attach a copy of your degree to the promotional addendum as well. A County of Loudoun electronic application, to include all previous Fire-Rescue experience, must also be received by County Human Resources by 1700 on date of ad closure.

SPECIAL NOTE: Promotional Addendums MUST be completed via the electronic submission format (Laserfiche). Failure to submit the Laserfiche Promotional Addendum (Form 019) will result in disqualification from the process; the applicant will not be permitted to participate in testing. Addendums received in any other form will not be accepted or processed in any fashion. Promotional Addendum Form 019 can be found at G:\.          Post Conditional Offer Contingencies

The selection process will include: review of application and promotional addendum; Fire-Rescue Assessment Center; verification of certifications and experience; and a full review of personnel file. A non-mandatory, recorded, orientation session will be provided to candidates during the first week of May. The orientation will address the assessment center format; provide knowledge area information, as well as an avenue to submit questions. All questions submitted will be gathered, answered and provided to all candidates.

Please note: These is a change from the outlined dates in LCFR IB 2020-001 Upcoming Captain Promotional Process 2020. The Fire-Rescue Assessment Center is scheduled to begin Monday, June 22 and run through Friday, June 26, 2020 with personnel being assigned test dates based on their work schedule. The format for this Fire-Rescue Assessment Center will be a ‘day in the life’, which may include In-Basket Activities, Role Play Scenarios, an Emergency Incident Simulation, and/or a writing exercise.
