UNICEF Malaysia is looking for a consultant to help manage existing solutions like RapidPro/U-Report as well as identify and implement suitable digital solutions to support UNICEF’s work in Malaysia, in close collaboration with relevant UNICEF sections and partners.
How can you make a difference?
The specific objectives of this consultancy are as follows:
Support the Child Protection programme in using ParentText (a RapidPro-based application) to engage parents and other community members on topics concerning parenting, online violence, and online safety
Support the Adolescents programme (ADAP) in using U-Report and RapidPro to engage with adolescents and youth through channels such as KitaConnect
Support Child Protection and partners in identifying and implementing digital solutions such as Primero and virtual child helplines in support of case management
Provide technical support to the Climate & Environment section and the Environment Protection Department in Sabah (EPD) in the roll-out of an air quality monitoring system in Sabah
Support the Climate & Environment section in identifying and implementing suitable digital solutions in support of the Impact Challenge Accelerator (MICA) 2022, conducted in partnership with the Ministry of Science, Technology and Innovation (MOSTI)
Support programme sections such as Social Policy, Nutrition, Education, and Climate and Environment in using RapidPro and other engagement tools to interact with youth and other community members to collect data and inform programmatic interventions
Maintain the Malaysia U-Report/RapidPro platform, including but not limited to the creation and sending of polls, data analysis and sharing of relevant data and findings to relevant stakeholders
Support the Programme Specialist for Innovation & Sustainability in identifying and implementing suitable digital solutions in support of UNICEF’s work in Malaysia. This includes assessing the level of accessibility of identified technologies and platforms
Contribute to the organisation of brown bag sessions to inform the UNICEF Malaysia office on ongoing and emerging initiatives, both in Malaysia and outside
Participate in and contribute to regular Programme and Communications meetings
Participate in UNICEF regional and global calls and networks such as the EAPR Bi-Weekly Coordination Call, the Frontier Data Tech Network, U-Report Global Call & Scale Café and the Digital Health Global Calls
Mode of Consultancy:
The consultant will be expected to make his/her own arrangement for accommodation and transport to and from the office if/when meetings at the office are required
A monthly work plan will be developed outlining expected deliverables at the beginning of every month
Payments in ringgits will be done on a monthly basis after review of the work plan and upon completion of the deliverables as certified by the Supervisor
Travels are required and UNICEF will pay for travel costs as per UNICEF travel policy, and supported by submission of invoice with supporting documents
Paid time off (1.5 days per month, up to 17 days) will be provided throughout the assignment
Hybrid modality (home based and office based, 5 days a week)
To qualify as an advocate for every child you will have…
Bachelor or Diploma in Technology, innovation, communication, social sciences, education, arts and humanities, management or a related field
Minimum three (3) years experience (full-time or part-time employment, voluntary work and paid/ unpaid internships) in technology, innovation, sustainability, community mobilisation and/or communication.
Professional experience in technology, youth engagement, community mobilisation, social entrepreneurship, communication or other relevant fields
A strong understanding of Development and/or Humanitarian programmes, policy, and principles, including knowledge of communication, technology, human-centered design, youth participation and partnership goals, as well as sound interpretation and judgment to present these programmes and policies in a way that enhances UNICEF’s work
Knowledge of current trends in youth participation through media, as well as a good understanding of development issues, world technological affairs and current events
Knowledge and understanding of international human rights standards and conventions concerning children
Ability to engage with a wide range of partners, such as government, private, technology providers, academia and civil society organisations
Strong writing and communication skills
Understanding of UNICEF’s work in Malaysia
Strong computer and technical skills
Strong communication skills
Ability to conceptualise and articulate ideas in a clear and concise form
Ability to take the initiative and to work with minimum supervision
Fluency in English is required. Knowledge of another official UN language or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
